A participating State may—
  1. (a)Provide VIS with the optional information listed in subpart B of this part;
  2. (b)Make available to VIS updated information provided by the vessel owner, government agency, or secured party about a vessel that has been moved to a non-participating State of principal operation; and
  3. (c)Interact with non-participating States to make information available to, or request information from, VIS concerning a vessel or nationwide statistics.
