  1. (a)Except inside lines specifically described in this section, the 72 COLREGS shall apply on all other bays, harbors and lagoons of Puerto Rico and the U.S. Virgin Islands.
  2. (b)A line drawn from Puerto San Juan Light to position18°28.5′ N., 066°08.4′ W, at the northwest extent of Isla de Cabras across the entrance of San Juan Harbor.
