34 CFR §34.2

1. (a)This part applies to collection of any financial obligation owed to the United States that arises under a program we administer.
2. (b)This part applies notwithstanding any provision of State law.
3. (c)We may compromise or suspend collection by garnishment of a debt in accordance with applicable law.
4. (d)We may use other debt collection remedies separately or in conjunction with administrative wage garnishment to collect a debt.
5. (e)To collect by offset from the salary of a Federal employee, we use the procedures in 34 CFR part 31, not those in this part.
