34 CFR §361.27

1. (a)If the vocational rehabilitation services portion of the Unified or Combined State Plan provides for the designated State agency to share funding and administrative responsibility with another State agency or local public agency to carry out a joint program to provide services to individuals with disabilities, the State must submit to the Secretary for approval a plan that describes its shared funding and administrative arrangement.
2. (b)The plan under paragraph (a) of this section must include—
   1. (1)A description of the nature and scope of the joint program;
   2. (2)The services to be provided under the joint program;
   3. (3)The respective roles of each participating agency in the administration and provision of services; and
   4. (4)The share of the costs to be assumed by each agency.
3. (c)If a proposed joint program does not comply with the statewideness requirement in § 361.25, the State unit must obtain a waiver of statewideness, in accordance with § 361.26.
