  1. (a)In the case of a fiscal year for which the amount appropriated under section 753 of the Act is equal to or greater than $13,000,000, grants under this part are made to States from allotments under section 752(c)(2) of the Act.
  2. (b)Subparts A, C, E, and F of this part govern the award of formula grants under this part.
