  1. (a)The Secretary funds only those applications submitted in response to competitions announced in the Federal Register.
  2. (b)The Secretary may consider the past performance of the applicant in carrying out activities under previously awarded grants.
  3. (c)The Secretary awards bonus points if identified and published in the Federal Register for specific competitions.
