Costs that are unallowable under the Educational Opportunity Centers program include, but are not limited to, the following:
  1. (a)Tuition, fees, stipends, and other forms of direct financial support for participants.
  2. (b)Research not directly related to the evaluation or improvement of the project.
  3. (c)Construction, renovation, and remodeling of any facilities.
