An institution of higher education that participates in this program is responsible for—
  1. (a)Making fellowship application materials available to its faculty;
  2. (b)Accepting and screening applications in accordance with its own technical and academic criteria; and
  3. (c)Forwarding screened applications to the Secretary through a request for an institutional grant.
