To receive a grant under this part, a student must—
  1. (a)Complete and submit the Free application for Federal student aid (FAFSA) in accordance with the instructions in the FAFSA;
  2. (b)Complete and sign an agreement to serve or repay in accordance with § 686.12; and
  3. (c)Provide any additional information requested by the Secretary and the institution.
