  1. (a)State participation. A State that meets the requirements in §§ 692.20 and 692.21 is eligible to receive payments under the LEAP program.
  2. (b)Student participation. A student must meet the requirements of § 692.40 to be eligible to receive assistance from a State under the LEAP program.
