In planning for and designing facilities, a grantee shall observe:
  1. (a)The standards under the Occupational Safety and Health Act of 1970 (Pub. L. 91-576) (See 36 CFR part 1910); and
  2. (b)State and local codes, to the extent that they are more stringent.
