NARA may provide access to records withheld under a general restriction only to:
  1. (a)NARA employees for work purposes;
  2. (b)The creating agency or its authorized agent in the conduct of agency business;
  3. (c)The donor, in the case of donated historical materials; or
  4. (d)The subject of the records in some cases or the subject's authorized agent.
