Lighting or maintaining a fire is prohibited in the FDA except—
  1. (a)In established receptacles within designated campgrounds;
  2. (b)From October 1 through April 14 in that portion of the FDA where the park road is closed to motor vehicle use; and
  3. (c)Under conditions that may be established by the Superintendent.
