The operator and, if the operator does not hold all of the interest in the applicable lease, all lessees and transferees are jointly and severally liable in accordance with Federal and State laws for indemnifying the United States for:
  1. (a)Injury, loss or damage, including fire suppression costs, which the United States incurs as a result of the operations; and
  2. (b)Payments made by the United States in satisfaction of claims, demands or judgments for an injury, loss or damage, including fire suppression costs, which result from the operations.
