  1. (a)You must design, shield, and focus lighting to minimize the effects of spill light on the night sky or adjacent areas.
  2. (b)You must reduce visual contrast in the landscape by selecting the area of operations, avoiding unnecessary disturbance, choosing appropriate colors for permanent facilities, and other means.
  3. (c)You must use road and pad materials similar in composition to soils in surrounding profiles whenever feasible.
