  1. (a)Except as provided in §§ 9.70 through 9.73, you must obtain a temporary access permit under §§ 9.60 through 9.63 or an operations permit under §§ 9.80 through 9.90 before conducting operations.
  2. (b)You must demonstrate that you have the right to operate in order to conduct activities within a System unit.
