38 CFR §62.21

1. (a)The application is filed within the time period established in the Notice of Fund Availability, and any additional information or documentation requested by VA under § 62.20(c) is provided within the time frame established by VA;
2. (b)The application is completed in all parts;
3. (c)The applicant is an eligible entity;
4. (d)The activities for which the supportive services grant is requested are eligible for funding under this part;
5. (e)The applicant's proposed participants are eligible to receive supportive services under this part;
6. (f)The applicant agrees to comply with the requirements of this part;
7. (g)The applicant does not have an outstanding obligation to the Federal government that is in arrears and does not have an overdue or unsatisfactory response to an audit; and
8. (h)The applicant is not in default by failing to meet the requirements for any previous Federal assistance.
