  1. (a)Payments. Grantees are to be paid in accordance with the timeframes and manner set forth in the NOFO.
  2. (b)Availability of grant funds. Federal financial assistance will become available subsequent to the effective date of the grant as set forth in the grant agreement. Recipients will not be reimbursed for costs resulting from obligations incurred before the effective date of the grant.
