39 CFR §3040.101

1. (a)The rules in this part require the Commission to establish and maintain a Mail Classification Schedule.
2. (b)The Mail Classification Schedule shall provide lists of products in the Market Dominant and Competitive category of mail, as well as current price and classification information applicable to the products appearing on the product lists.
3. (c)Once established the Mail Classification Schedule and the product lists may be modified subject to the procedures specified in this part.
4. (d)Modification of the competitive product list to add a competitive negotiated service agreement is not governed by this part but is governed by part 3041 of this chapter. The rules in part 3041 of this chapter regarding removal of a negotiated service agreement from the competitive product list supersede any conflicting rules in this part.
