39 CFR §3040.103

1. (a)Whenever the Commission issues a final order that modifies the list of products in the market dominant category or the competitive category, it shall revise the lists of products maintained as part of the Mail Classification Schedule within 6 months after the modifications take effect pursuant to the applicable final order that modifies the product lists.
2. (b)Notice of the revised lists of products shall be submitted to the Federal Register for publication within 6 months after the modifications take effect pursuant to the applicable final order that modifies the product lists.
3. (c)Modifications pending publication in the Federal Register are effective immediately upon written direction from the Commission.
4. (d)The Federal Register document shall:
   1. (1)Include the revised lists of products; and
   2. (2)Indicate how and when any previous product lists are superseded.
