39 CFR §3040.153

1. (a)The Commission will establish a docket for each request to modify the market dominant list or the competitive product list and post the filing on its website at http://www.prc.gov. The notice shall include:
   1. (1)The general nature of the proceeding;
   2. (2)A reference to legal authority to which the proceeding is to be conducted;
   3. (3)A concise description of the proposals for changes in the Mail Classification Schedule;
   4. (4)The identification of an officer of the Commission to represent the interests of the general public in the docket;
   5. (5)A specified period for public comment; and
   6. (6)Such other information as the Commission deems appropriate.
2. (b)The notice, or an abstract thereof, shall be published in the Federal Register.
