An oral hearing under this part will be held:
  1. (a)In the judicial district of the United States in which the Respondent resides or transacts business;
  2. (b)In the judicial district of the United States in which the claim or statement on which the allegation of liability under 31 U.S.C. 3802 was made, presented, or submitted; or
  3. (c)In such other place as may be agreed on by the Respondent and the Presiding Officer, including by telephone or video.
  4. (d)The Presiding Officer has exclusive authority in fixing the time and place for hearings but will give due regard for the convenience and necessity of the parties or their representatives.
