The decision by both of the Secretaries' representatives on grants to individual States will consider the following:
  1. (a)The amount of grant funds allocated to the State.
  2. (b)The quality of the proposed program in terms of meeting program characteristics and objectives.
  3. (c)The overall cost per enrollee 8-week position.
  4. (d)Actual prior performance of the State in administering YCC projects.
  5. (e)The performance of the grantee in meeting the conditions of the grant and the requirements of OMB Circular A-102 and FMC 74-4.
