  1. (a)A proposal for a land use authorization, including permits not covered by § 2920.2-2 of this title, shall be submitted in writing to the Bureau of Land Management office having jurisdiction over the public lands covered by the proposal.
  2. (b)The submission of a proposal gives no right to use the public lands.
