1. (a)State when you need a permit to use public lands and waters for recreation, including recreation-related business;
2. (b)Tell you how to obtain the permit;
3. (c)State the fees you must pay to obtain the permit; and
4. (d)Establish the framework for BLM's administration of your permit.
