If the case is designated as a formal probate proceeding, OHA will send a notice of hearing to:
  1. (a)Potential heirs and devisees named in the probate file;
  2. (b)Those creditors whose claims are included in the probate file; and
  3. (c)Other interested parties identified by OHA
