An eligible purchaser at probate is any of the following:
  1. (a)Any devisee or eligible heir who is receiving an interest in the same parcel of land by devise or descent in the probate proceeding;
  2. (b)Any co-owner;
  3. (c)The Indian Tribe with jurisdiction over the parcel containing the interest; or
  4. (d)The Secretary on behalf of the Tribe.
