The regulations in this part govern operations associated with the exploration, development and production of oil and gas deposits from—
  1. (a)Leases issued or approved by the United States;
  2. (b)Restricted Indian land leases; and
  3. (c)Those leases under the jurisdiction of the Secretary of the Interior by law or administrative arrangement including the National Petroleum Reserve-Alaska (NPR-A). However, provisions relating to suspension and royalty reductions contained in subpart 3165 of this part do not apply to the NPR-A.
