  1. (a)The Director shall establish minimum standards to be used by a State in carrying out activities established in the delegation.
  2. (b)The delegation shall identify functions, if any, that are to be carried out jointly.
  3. (c)A delegation shall be made in accordance with the requirements of this section.
  4. (d)Copies of delegations shall be on file in the Washington Office of the Bureau and shall be available for public inspection.
