Operations conducted under an exploration license must:
  1. (a)Not unreasonably interfere with or endanger any other lawful activity on the same lands;
  2. (b)Not damage any improvements on the lands; and
  3. (c)Comply with all applicable Federal, state, and local laws and regulations.
