In the order upon remand, the presiding officer will resolve the issues of fact or law and must:
  1. (a)Set forth the reasons for doing so; and
  2. (b)Include a notice stating that any party in interest who is adversely affected by the order upon remand, as well as the Project Director have the right to appeal the order to the Board within 30 days of the date of issuance of the order.
