43 CFR §423.20

1. (a)You must obey all applicable Federal, State, and local laws whenever you are at or on any Reclamation facilities, lands, or waterbodies.
2. (b)You must comply with all provisions of this subpart C whenever you are at or on any Reclamation facilities, lands, or waterbodies, except as specifically provided by:
   1. (1)A permit issued by an authorized official under subpart D of this part 423;
   2. (2)A contract with Reclamation or agency managing Reclamation facilities, lands, and waterbodies;
   3. (3)The rules established by an authorized official in a special use area under subpart E of this part 423; or
   4. (4)A right-of-use issued under 43 CFR part 429.
