43 CFR §4300.44

1. (a)Enclose roads, trails and highways as to disturb public travel there;
2. (b)Interfere with existing communication lines or other improvements;
3. (c)Prevent legal hunting, fishing or trapping on the land;
4. (d)Prevent access by persons, such as miners and mineral prospectors, entitled to lawfully enter; or
5. (e)Graze reindeer without complying with applicable State and Federal laws on livestock quarantine and sanitation.
