  1. (a)This part does not create any right, privilege, benefit, or entitlement for any person who is not an officer or employee of the United States acting in that capacity.
  2. (b)Only an officer or employee of the United States acting in that capacity has standing to file a civil action in a court of the United States to enforce this part.
