44 CFR §1.2

1. (a)Rule or regulation have the same meaning as those terms are defined in the Administrative Procedure Act (5 U.S.C. 551(4)).
2. (b)Rulemaking means the FEMA process for considering and formulating the issuance, amendment, or repeal of a rule.
3. (c)Administrator means the Administrator, FEMA, or an official to whom the Administrator has expressly delegated authority to issue rules.
4. (d)FEMA means Federal Emergency Management Agency.
