The Federal Insurance Administrator shall propose flood elevation determinations in the following manner:
  1. (a)Publication of the proposed flood elevation determination for comment in the Federal Register;
  2. (b)Notification by certified mail, return receipt requested, of the proposed flood elevation determination to the CEO; and
  3. (c)Publication of the proposed flood elevation determination in a prominent local newspaper at least twice during the ten day period immediately following the notification of the CEO.
