The ALJ may hold the hearing:
  1. (a)In any judicial district of the United States:
  2. (b)In which you reside or transact business; or
  3. (c)In which the claim or statement on which liability is based was made to the NEA; or
  4. (d)In such other place as agreed upon by you and the ALJ.
