45 CFR §1152.8

1. (a)Except in unusual circumstance, the Chairman gives state processes or directly affected state, areawide, regional and local officials and entities—
   1. (1)[Reserved]
   2. (2)At least 60 days from the date established by the Chairman to comment on proposed Federal financial assistance.
2. (b)This section also applies to comments in cases in which the review, coordination, and communication with the Endowment have been delegated.
