ORR shall place all unaccompanied children in standard programs that are not restrictive placements, except in the following circumstances:
  1. (a)An unaccompanied child meets the criteria for placement in a restrictive placement set forth in § 410.1105; or
  2. (b)In the event of an emergency or influx of unaccompanied children into the United States, in which case ORR shall place the unaccompanied child as expeditiously as possible in accordance with subpart I of this part.
