When determining whether an unaccompanied child is a runaway risk for purposes of placement decisions, ORR shall consider, among other factors, whether:
  1. (a)The unaccompanied child is currently under a final order of removal.
  2. (b)The unaccompanied child has previously absconded or attempted to abscond from State or Federal custody.
  3. (c)The unaccompanied child has displayed behaviors indicative of flight or has expressed intent to run away.
  4. (d)Evidence that the unaccompanied child is experiencing a strong trauma bond to or is threatened by a trafficker in persons or drugs.
