The regulations in this part are to be followed when:
  1. (a)NSF is owed a debt by an individual who is a current employee of the NSF; or
  2. (b)NSF is owed a debt by an individual currently employed by another Federal agency; or
  3. (c)NSF employs an individual who owes a debt to another Federal agency.
