  1. (a)The Commission shall create the Fabric, a common dataset of all locations in the United States where fixed broadband internet access service can be installed. The Fabric shall:
    1. (1)Contain geocoded information for each location where fixed broadband internet access service can be installed;
    2. (2)Serve as the foundation upon which all data relating to the availability of fixed broadband internet access service collected pursuant to the Broadband Data Collection shall be overlaid;
    3. (3)Be compatible with commonly used Geographical Information Systems (GIS) software; and
    4. (4)Be updated every 6 months by the Commission.
  2. (b)The Commission shall prioritize implementing the Fabric for rural and insular areas of the United States.
