  1. (a)Mobility Fund Phase I support may be made available for census blocks identified as eligible by public notice.
  2. (b)Except as provided in § 54.1004, coverage units for purposes of conducting competitive bidding and disbursing support based on designated road miles will be identified by public notice for each census block eligible for support.
