The Administrator delegates the following authority to the Chief Counsel and the Deputy Chief Counsel for Enforcement, which authority may be redelegated as necessary:
  1. (a)To initiate and assess civil penalties under 49 U.S.C. 114 and 46301 and this subpart for a violation a TSA requirement;
  2. (b)To compromise civil penalties initiated under this subpart; and
  3. (c)To refer cases to the Attorney General of the United States, or the delegate of the Attorney General, for the collection of civil penalties.
