  1. (a)Issuance. At any time before the issuance of an Order Assessing Civil Penalty under this subpart, an agency attorney and a person subject to a Notice of Proposed Civil Penalty, or an agency official and a person subject to a Notice of Violation, may agree to dispose of the case by the issuance of a consent order by TSA.
  2. (b)Contents. A consent order contains the following:
    1. (1)An admission of all jurisdictional facts.
    2. (2)An admission of agreed-upon allegations.
    3. (3)A statement of the law violated.
    4. (4)A finding of violation.
    5. (5)An express waiver of the right to further procedural steps and of all rights to administrative and judicial review.
