This part includes requirements for the following persons:
  1. (a)Persons who provide flight training or flight training equipment governed by 49 U.S.C. subtitle VII, part A, to any individual.
  2. (b)Persons who lease flight training equipment.
  3. (c)Aliens who apply for or participate in flight training.
  4. (d)U.S. citizens and U.S. nationals who participate in flight training.
