The requirements of this subpart apply to the following:
  1. (a)Amtrak (also known as the National Railroad Passenger Corporation).
  2. (b)Each owner/operator identified in Appendix A to this part.
  3. (c)Each owner/operator described in § 1582.1(a)(1) through (3) that serves as a host railroad to a freight operation described in § 1580.101 of this subchapter or to a passenger train operation described in paragraph (a) or (b) of this section.
