For the design and fabrication of components, each operator shall use—
  1. (a)With respect to design, persons who have demonstrated competence by training or experience in the design of comparable components.
  2. (b)With respect to fabrication, persons who have demonstrated competence by training or experience in the fabrication of comparable components.
