Each employee who a railroad authorizes to use a radio in connection with a railroad operation, shall be:
  1. (a)Provided with a copy of the railroad's operating rules governing the use of radio communication in a railroad operation;
  2. (b)Instructed in the proper use of radio communication as part of the program of instruction prescribed in § 217.11 of this chapter; and
  3. (c)Periodically tested under the operational testing requirements in § 217.9 of this chapter.
