49 CFR §271.113

1. (a)An RRP shall involve a railroad's directly affected employees in the establishment and implementation of the RRP.
2. (b)For example, a railroad must have a process for involving directly affected employees when identifying hazards, developing and implementing mitigation strategies, conducting internal annual assessments, or otherwise performing actions required by this part.
